Drivers for Change

Talking about the Barriers to Open Government and Open Organisations through social media is all very well - but to overcome the barriers it is also key to identify drivers for change within your organisation.

That's where this new section of Social Strategy comes in.

We'll be developing a list of drivers for change, alongside the existing list of barriers to be overcome.

Starting out with the same headings as for the Barriers.

Access

  • IT managers are aware of inconsistency of practice and policy around web 2.0
  • Individual IT managers and staff are active users of new media
  • Individual IT managers and staff are active users of new media and keen to promote their use
  • Individual IT managers/staff are committed to user involvement and empowerment
  • Individual IT managers/staff wish to focus on IT core processes (security, business critical processes such as finance and stakeholder/customer/supporter management) and comfortable to pass access issues to other functional areas
  • IT staff are constantly experimenting with new tools and know of their potential

Equipment

  • Equipment replacement cycles ensure new equipment comes with a lot of web 2.0 aware software and capacity
  • IT staff pressured by increasing number of requests for changes and permission variations
  • People are using their own equipment - notably iPhone and other smart phones for business purposes

Staff and Skills

  • Some staff are active users of new tools
  • Some staff are active users of new tools and keen to promote them

Structures

  • Finance concerned about risks for unusual requests
  • Managers aware of uncoordinated/guerilla use of new media

Policy

  • HR are concerned about the impact of new media on staff/organisation
  • Individual managers/teams advise/set policy on new media
  • Legal requirements on Child Protection
  • Legal requirements on Data Protection
  • External communicators are using new media, sometimes as guerilla action

Strategy

  • Competitors are experimenting/engaging in new media

Vision, Leadership and Management

  • Individual managers are interested in, or passionate about the new possibilities
  • Individual managers believe in empowering and encouraging staff experimentation
  • Individual managers are worried about losing ground to competitors
